In my honest opinion this artwork represents the lavish and easy life of the royals and high class people which was very different from the lower class workers. The fact that the ladies in this artwork can dress and adorn themselves in paper and silk flowers is something a working class woman wouldn't be able to think because she would have many other responsibilities and chores to do. So according to me this artwork depicts the freedom and joy of the royal lifestyle.
