According to me, it shows a contrast between freedom and captivity. Puppets are not free and are moved by hand and the children watch them and a putppeteer in this case where as the birds in the background move freely with noone watching them, carrying a subtle meaning nthat when in freedom, you have no spectator for yourself except you own self. The colour scheme makes it look like an ancient image and the figures are shown in typical Chinese setting.
